The federal government launched the Provincial Nominee Program (PNP) in 1998, allowing almost every province and territory to welcome a variety of international skilled workers to strengthen the Canadian economy while providing them with permanent residence. Most provincial PNP pathways require the cooperation of an employer within the province who will provide you with an indeterminate job offer in a qualifying field. Most territories and provinces in Canada can nominate immigrants of their choice via the provincial nominee program (PNP). In order to become nominated, applicants must demonstrate that they have the skills, work experience, and education necessary to contribute to the economic advancement of the province (or territory) by living and working there. Every territory and province has its own immigration programs or streams that target certain groups of people. For example, Canadian provinces and territories may target eligible:
- Skilled workers
- Semi-skilled workers
- Entrepreneurs
- Students
Nomination through an Express Entry Stream or Program
In this case, you must:
- Meet the essential criteria of the Express Entry process (e.g., Express Entry BC)
- Qualify for any of the immigration programs it covers To apply for the provincial nominee program:
- You must apply for a nomination from a territory or
- A territory or province must nominate you.
- You must apply to Immigration, Refugees, and Citizenship Canada to become a permanent resident.
Note: To be nominated by a territory or province, you need to follow all the instructions on their website and you should contact them directly, or have an immigration consultant guide and represent you. Once you have been nominated by a Canadian province or territory, you can create an Express Entry profile or update your pre-existing one to indicate your nomination. You will be placed in the Express Entry pool.
Nomination through a Non-Express Program
Suppose you are nominated under a non-Express Entry program or stream. In that case, you can submit your application via the paper-based application process. If the territory or province is happy with it, and nominates you, you will then be required to submit your application to Citizenship and Immigration Canada (CIC).
